Submission to the French Council on Artificial Intelligence and Digital Affairs

French WG submission
April 2026

On April 14, the Working Group on Gaming and Regulation filed a submission with the French Council on AI and Digital Affairs. The French and English versions of the submission are included below.

The Working Group submission argues that video games should neither be treated as inherently harmful nor exempted from scrutiny. A sound regulatory approach should distinguish among different kinds of games and gaming environments, identify the specific features that generate risk, and preserve the significant benefits that games can provide for children and adolescents when they are designed and governed well. From a children’s rights perspective, children should be recognized not only as consumers or vulnerable users, but as rights-holders whose rights to play, participation, privacy, and development must be respected alongside their protection from harm.
